New Highway Code Rules Have Big Impact on Highland Perthshire Towns

The British Government is updating the Highway Code for 2022 and the new rules are already in use as of this month.

These changes radically reconfigure the rules of the road, meaning that pedestrians, cyclists, horse riders and more now have priority on the road.

Pat Spicer, from the Highland Action Partnership Road Safety Group, explained: “The new amendments have formally brought in, what’s called a hierarchy of road users. 

“And this puts a greater onus on those who are least vulnerable, to look out more carefully for those who are most vulnerable. Because those who are most at risk, the most vulnerable, actually have least on their side in terms of ability to evade.”

The biggest change now means that a pedestrian crossing a junction now has priority and cars have to wait for the pedestrian to cross before pulling into the junction.

Mr Spicer added: “Pedestrians now have the right, when a road is turning off a main road into a side road, they have the right of way to cross that side road. And the driver has to give way, now if the pedestrian knows their rights and takes it and the driver doesn’t, you can see there’s a risk for an accident.”

It’s important that all users of the road, including pedestrians, become familiar with the new rules because they also apply to them.

When a pedestrian of cyclist passes a junction, they now have the right of way, however, it’s important that they know they have this right of way, otherwise confusion could cause considerable damage.

Mr Spicer said: “The highway code is all about managing interactions between road users, about letting each everyone know what the other’s supposed to do and then expects them to act that way.

“It takes everybody learning and adapting for it to really pay its full dividends.”
